The challenge
Account managers preparing commercial insurance quotations regularly searched through insurer websites, product brochures, policy wordings, underwriting guides, and internal reference documents to determine which insurers offered relevant coverage for a particular type of risk.
The information was fragmented across multiple sources and often required the same manual research to be repeated for every opportunity.

The diagnosis
The constraint was retrieval, not judgement. Account managers already knew how to read a wording and build a shortlist. They could not find the documents fast enough to do it once.
Every opportunity restarted the same scavenger hunt: insurer sites, brochures, policy wordings, underwriting guides, and internal folders. The brokerage was paying for research it had already done.

The decision
Index what already exists and make it searchable. The job was to surface the right source, not to pick the insurer.
Deliberately parked: a system that recommended products or carriers. That would have been a judgement change with liability attached. Speeding up the search is a workflow change; delegating the call would have been a risk change.

The delivery
Built a searchable internal research tool that indexed publicly available insurer documentation and the brokerage's own non-confidential reference material.
Account managers could search by risk type, coverage, industry, exclusions, limits, and insurer. The system returned relevant source documents and excerpts rather than generating unsupported recommendations.

Key learnings
The bottleneck was finding the documents, not deciding what they meant. A retrieval tool that cites its sources is more useful — and less risky — than a system that pretends to recommend.
Work the firm has already paid for, sitting in public PDFs and shared folders, is the cheapest capacity it has. The cost is the search.
